SEIPI has established itself as an effective industry representative and avenue for interaction. It has successfully completed projects and improved processes in cooperation with other private sector groups and government bodies.
Through the years, it has forged a strong working relationship with Department of Trade and Industry, DTI as well as Bureau of Customs, BOC and its potency has increased with time to the point where it takes numerous cudgels on behalf of its members when dealing with the government.
Multi-dimensional achievements:
- Government tie-ups and ventures for the interest and benefits of its members:
- Amendments of the Old Omnibus Investments Code & the current Investments Priority Plan to protect and / or maintain the industry as preferred:
- Modernization or expansion as IPP area.
- Extension of tax and duty free importation of equipment up to December 1994.
- Bureau of Customs Rule to Benefit Industry’s backdoor releases after office hours, Sundays and holidays; and company warehouseman as customs representatives to sign export papers in absence of customs employees.
- They successfully extended the tax and duty-free exemption on capital equipment.
- Draft and Re-enactment of the Pollution Law of the Country (RA 6969), which is the first law on environmental protection in the country; as well as the Export Development Act, among others.
- Foreign Exchange Liberalization
- Representing the Semicon and Electronics Industry in public hearings and consultancy works in Congress.
- Potential investors are also frequently referred to SEIFI by the national government.
- They have successfully established tie-ups with similar associations in Japan, Germany, France and South Korea.
- Exemptions from:
- SGS for raw materials and supplies only granted in 1987 and then complete exemption from the industry in 1992
- 9% Import Levy as well as its exemption from the CISS; helped eased up and improved bureaucracy process in some government agencies by drafting memos and procedures on joint venture effort
- Packaging materials from 10% VAT
- For Learning and Competency Development:
- Technician Training Program:
- Funded and launched the “Train the Trainors” and “Industry Immersion Project” with National Manpower and Youth Council (NMYC) wherein 5 instructors underwent a 120-hour training program with different semiconductor companies.
- SEIFI candidates also undertook a 6 month scholarship program and later expanded with Dualtech Training Center where all qualified graduates have been hired by SEIFI member-firms.
- Funded an in-depth study on the medium term development of the semiconductor and electronics industry.
- Publishes and distributes the weekly Electronic Digest to industry members, the government and private sectors.
- Established a technical library which makes available updated reference books and video training materials.
- Projects participated:
- An investment promotion project under the auspices of the ASEAN Trade of Japan and the Board of Investments Promotion Bureau.
- Undertaken a joint project with the Board of Investments, BOI to study more closely government incentives and participated in the investment promotion projects of the BOI Promotions Bureau.
- Actively participates in the activities of the Group 11 (G-11) and participation in the investment promotion activities and trade missions abroad of the Department of Trade and Industry, DTI.
- Establishment of an ITDI-SEIFI calibration project.
